Tariff for Warehouse Services

3.1.1 EXTENT OF TARIFF:

This tariff includes loading - unloading, shifting and limbo services for docked or stern docked vessels alongside the MESBAŞ pier and for anchored vessels in the boundary of the Free Trade Zone Port.

3.1.2 DEFINITION OF SERVICES:

A) Loading- Unloading Service; Loading-unloading the cargo into the vessel deck or holds from the lighters or other platforms / from vessel decks or holds into the lighters or other platforms, and if permitted, loading and unloading the solid bulk cargo or liquid cargo by using mechanical vehicles (such as pneumatic conveyor or pipe line) by MESBAŞ

B) Shifting Service; Shifting the cargo from a hold to another hold inside the same vessel (self shifting operations by users is regarded as shifting service)

C) Limbo Service; It means cargo transfer services between the holds or decks of two vessels come alongside.

3.1.4 APPLICATION TERMS:

A) Extent of Basic Fees;

1) All necessary appliances and vehicles (included vessel cranes) and manpower to load and unload the cargo, opening-closing the hatches, bulk cargo services are included.

However;

- The following service fees are not included and these fees will be charged additionally;

-The services indicated in another tariff in this tariff book, -Floating Crane fee -Cleansing operation of holds for loading, cargo diminishing operation fees -If performed by MESBAŞ, preparation of heavy cargo equipment of the vessel

2) In loading - unloading services by using sea-vehicle;

All necessary appliances (included vessel crane), sea vehicle and its crew and waiting fees are included. But the following service fees are not included and these fees will be charged additionally.

However;

-Taking the sea vehicle to the vessel, quay or berthing area more than once

-Floating Crane fee

-Over waiting fees, are not added to the basic fees.

3) In loading - unloading services by mechanical appliances (pneumatic, conveyor, pipe line);

Mounting service fees of the mechanical appliance or facility are included. If any service or manpower is demanded from MESBAŞ to mount or operate the appliances or facilities, belonging to the user, user will be responsible for the operation and service or crew fees will be charged additionally. - Approximate liquid bulk cargo amount to be loaded or unloaded by users must be informed MESBAŞ before starting operation and after completion the operation, definite loading-unloading amount documents must be presented to MESBAŞ and the fee must be paid within 30 days. In case of unauthorized loading-unloading, threefold fee will be charged. The same terms and fees will be applied for fuelling. -In case of limbo operation by mechanical appliances and vehicles belonging to the users, double loading-unloading fee will be charged. If one of the vessels is smaller than 600 NT or a sea vehicle, single fee will be charged.

4) Shifting services fee;

All appliances, vehicles (included vessel cranes) and manpower fees to shift the cargo from a hold or a deck to another in the same vessel are included.
In case of unauthorized self shifting, and when detected by MESBAŞ the shifting fee will be charged and raised by 100%. However, if the cargo is unloaded and carried by vehicle or sea vehicle and then reloaded, this operation will not be regarded as shifting and a loading and an unloading fee will be charged depending on the provided service.

5) Limbo Service fees; All appliances, vehicles (included vessel crane) and manpower fees for limbo operation are included.

B) Permission given to the Business owner by MESBAŞ:

During loading-unloading , shifting and limbo operations by MESBAŞ , depending on special cargo type and on request of the user, private and vessel appliances and crew can be used with the permission of MESBAŞ. In that case the user will be responsible for the operation.

However; If the other cargo (except for project cargo) is loaded -unloaded, shifted or transferred by limbo operation with relay by the user with the permission of MESBAŞ, 50% of basic fee will be charged.

C) Preparation of Heavy Load Equipment of the vessel:

If the preparation of load and heavy load equipments of the vessel is made by MESBAŞ, for load equipment preparation 58 USD per service and for heavy load equipment preparations 117 USD per service will be charged.

D) Empty Returning Sea Vessels:

In loading-unloading by sea-vehicles, if provided local sea vehicle is refused or the operation is cancelled due to fault, 18 USD will be charged for the vehicle and its crew (except for bad weather conditions, MESBAŞ's fault and for legal reasons)

E) Dangerous Cargo Fees:Dangerous cargo loading-unloading, shifting and limbo service fees will be charged raised by 20%.

F) Wheeled and Tracked Vehicle Fee:

If the wheeled and tracked vehicles can be loaded-unloaded into/from the Ro-Ro vessels or similar vessels by its own power or by towing vehicles, basic fees will be applied. If the towing vehicles are provided by MESBAŞ, basic fees will be charged and raised by 20%.

However; -In case of loading-unloading of the wheeled /tracked vehicles without self power or towing vehicle, the fee will be calculated according to weight . -If the containers or general cargo are loaded-unloaded by using wheeled or tracked vehicles, only cargo loading-unloading fee will be charged.

G) Waiting Fee:

If the appliances, vehicles and crew provided by MESBAŞ for loading-unloading, shifting and limbo services are kept waiting for the reasons indicated in article (1.5.9) of general terms chapter of the tariff, in accordance with the article provisions, for provided appliances, vehicles and crew 27 USD per over hour and fractions, for loading-unloading by MESBAŞ's vehicles and personnel 9 USD per over hour and fractions will be charged.
However, for post operation waiting, any charge will not be applied.

H) Waiting Periods and Over-waiting Fees:

1) Waiting period; Waiting period, is the period of time that the cargo on the sea-vehicle can stay there without an extra payment in loading-unloading operations by a sea vehicle. Waiting period starts when the first part of the cargo is loaded on the sea vehicle and it ends at 17:00 o'clockon the next day.

2) Over-Waiting Period; over-waiting period starts at 17:00on ending day of Waiting Period and from17:00 to 24:00 on the same day the first day of over-waiting period is completed. The fee per day will be 22, 5 USD. For the sea vehicles to be used between the vessel and the storage area, over-waiting fee will not be charged. If the sea vehicle is kept waiting for any reason except for the faults of the user, indicated in article (1.5.9) of general terms of the tariff, waiting period will be prolonged up to the stop time. If the cargo to be loaded on the sea for vehicles that belong to more than one user, the waiting fee will be calculated and charged and collected from each user according to their share and waiting period. If the sea vehicle is loaded from more than one point and an empty sea vehicle is shifted, waiting and over waiting period fees will not be changed, in that case traction service fee will be applied. During traction services, if the cargo belongs to more than one user, waiting period fees will be calculated by MESBAŞ according to weight, periods and their shares. If over waiting period exceeds 2 days, from the third day on the sea vehicle can be unloaded by MESBAŞ and unloading fee will be charged and collected from the user.

I) Traction Service Fee:

If the sea vehicle is towed to / from the vessel, quay and berthing areas more than once, 54 USD will be charged per hour and fractions.

İ) From whom the payments are collected:

Loading- unloading, shifting and limbo fees will be collected from the captain or agency. But, in case of beforehand payment to MESBAŞ and if the cargo is belongs to maximum 3 users, the fee can be collected from the users.

3.1.5 ADDITIONAL FEES:

For Frozen cargo, dangerous cargo, wheeled and tracked vehicles loaded with dangerous cargo, containers loaded with dangerous cargo, empty tank containers without gas-free : - Loading-unloading ,shifting and limbo fees will be charged raised by 20% - If loading-unloading ,shifting and limbo services is carried on by sea vehicles, basic fees will be charged and raised by 40 %.

Frozen bulk goods discarge, palet, bandage etc. material belonging to the owner, if these material, are requested to be bandaged and placed on special pallets, from the basic tariff 0,30 USD is charged for each ton as difference feee.

3.1.6 EXAMPTION:

For wheeled and tracked vehicles, used in loading-unloading services, loading-unloading fee will not be charged.

3.1.7 IN-ZONE TRANSPORTATION:

From land or sea entrance and exits of Free-Trade Zone, inside Region transportation fees will be calculated depending on the cargo type, weight / volume rate, and its actual condition.

3.1.8 SECURITY FEES (ISPS)

Charges and items described below are enforced for loading/unloading, shifting services within the port.

a) Full Container 9,00 US$/number

b) Wheeled Vehicle 3,00 US$/ vehicle

c) General Cargo 0,40 US$/ ton

d) Solid Bulk 0,20 US$/ ton

e) Liquid Bulk 0,20 US$/ ton

3.2 SERVICE TARIFF FOR AREAS BELONGING TO USERS AND IN TERMINAL AREAS

(Tariff No. 6)

3.2.1 EXTENT OF TARIFF:

This tariff, includes services provided by MESBAŞ for open and closed areas belonging to users and in terminal areas and also includes definitions below.

3.2.2 DEFINITION OF SERVICES:

A) From vessel / wagon unloading or in Zone cargo unloading from vehicles coming from roads,

B) To vessel / wagon loading or taking cargo out of the Zone by loading it to road vehicles,

C) Loading in Zone transfers with road vehicle or vise versa,

D) If necessary change of location of the item,

explains these services.

3.2.3 BASIC FEES:

The maximum ton for General Cargo is 3 m3.

Fees listed on the table are assessed to incoming and leaving cargo vessels in the Free Zone.

* If the Truck's capacity exceeds 18 tons Trailer tariff will be enforced.

* For road vehicles, distances in between warehousing (stacking) location article 1, 2ndparagraph will be enforced.

3.2.4 APPLICATION CONDITIONS:

A) Basic Fees Extent;

Services indicated in the definition include all tools, mechanic tools, man power, and personnel fees MESBAŞ provides.

MESBAŞ deals with all work application forms and indicated service facilities in the order it was received.

B) Fee Assessment;

Fee Assessment is measured by inquired work on the goods tonnage and in description of the service.

However, if the location between warehousing (stacking) area is more than 10 meters or the movement of weight is above basement in 1st or 2ndlevels (elevator services, mechanic component, electric energy, generator etc., responsibility belongs to the business owner) services are dealt by negotiations.

A) Loading, unloading and stacking services in business areas that are owned by users;

1) User firms; their requests are dealt by the time indicated in article 1.5.2 (B) with the inquiry given to MESBAŞ and tariff fee of the application is paid in advance to MESBAŞ.

2) User firms dealing with indicated inquiries made for MESBAŞ service inquiries not filed and all responsibilities belonging to them, applicable work and SSK legislations are handled correctly to hire employees and completing all required procedures, then the user pays in advance to MESBAŞ 20% of the work application correlated to the tariff.

3) Firms manufacturing textiles and confections are not enforced under sub-clause (C-2) for firms conducting liquid bulk passing through their own pipelines and those firms with their own means using wheeled and tracked vehicles.

4) Other firms not requesting incoming/outgoing damper services for solid bulk from MESBAŞ is charged under the tariff regulation of sub-clause (C-2) for %10.

B) The tools, equipment and manpower lending to MESBAŞ by the owner of all mentioned applications responsibility belongs to the owner.

C) Waiting fee, if a service is requested, the personnel and equipment provided by MESBAŞ, in accordance to explanations in Tariff's article (1.5.9), for a post, postman and workers with equipment reserved for the service, for waiting hour and fraction is charged 20,- USD.

D) Services not included in this tariff are dealt through negotiations.
